It's technically a bug, but insignificant one.
For the longest time we had on our server two people in the lead, the rest was 30 levels behind.
So when you clicked the lure button system would suggest one of these two characters.
Recently one of them resigned and has deleted his character. After that system was suggesting either the person in the lead or your character.
Yesterday the person in the lead leveled up and things are back to normal - system suggests only him.
