Dungeon Key before the normal level?

My best friend's sister plays on the same server as me (22 I think). When she was level 7/8 she told me she has the first dungeon key. Now she is level 19 and she has the second dungeon key! Is this a bug or something?

It's not possible technically. Maybe she doesn't remember.

Maybe, but I know her quite well, she has a good memory, and it was only last week when she started.
