2nd international server: 24/7 happy hour?

Hi, quick question: will the second international server have a 24/7 happy hour (= mushrooms can be used at all times to skip quest timers) or will it only be between 23h-24h gmt+1?

and what about the weekend event? following the order, would be epic, but an epic event in a w2 server is useless, we gonna get 4 events like was on the w1 opening? just curious
