Gloves enchantment - Reaction boost

I agree with those 2 and on a side note glad you asked the question as I forgot to keep up with my enchantments and this question made me look had one toon that was missing half his enchantments.

This boost is mainly for questing/dungeons, not pvp. Pvp is as Karocet says, if someone doesnt have the boost he starts second. If both have, it's random

You can't have 2, but you can have 0. If you fight someone without the boost, you should go first.

I've been thinking about this one for some time now, but it looks like today was the day for me to ask:
When you hover over the gloves (if they are enchanted) it says that the person with the higher reaction boost starts first. From what I've seen, there doesn't seem to be anyone with a reaction boost higher than 1! Since it says "1", there has to be a way to get it to "2" (or more)...
So my question is, how do I get the boost to 2 or more? If there's not a way, then what is the point of this whole thing? Am I completely misunderstanding all of this, cause I've never seen anyone ask something similar.
