Yes you have a chance of finding items in quests. I play on 3 servers and tend to find at least 1 epic for at least 1 toon.

It's written in the announcement that epic event is higher chance for epic items in the shop, but people are telling me you have a chance to get epics from quests during the event too?

Even without the +10% from the witch u still have a (low) chance of getting an epic item. If you REALLY dont want to spend any mushrooms refreshing shops (which by the way is the most efficient way of finding an epic) i would suggest you pick small adventures with no items.

Both
A) you can see item when ur picking up the quest
B) u have that 10% enchant from witch - to get random item.

Also i think that the higher chance also affects items from wheel of fortune
