Bonus from Fortress Attack

We all know the 50% + 10% thing about resources loot when we win a fight (or 50% only if shield is up).
Since last year we have an additional bonus: 1h of resources production if fortess are at the same level.

Well, I have hut, quarry and fortess up to lv 19 and the same is for the guy I've attack.
I'm sure he had shield up and 0 wood / 0 stone in hut / quarry --> just gathered before my attack

The loot i got was 115k stone and 350k wood.
But at lv 19 it should be 75k stone and 225k wood.
I got resouces as we were both lv 20.

Is this normal?
Am I missing something?
