Gems - HoF - activity

Over time, the level of gems I have been able to collect has fluctuated - even considerably. Currently, the black gems I mine are at least 20 stats worse than those I collected months back :-(. I suspect that the level is not only determined by the mine level and the HoK af all members in the guild; but also on whether the guild members are active. In other words - inactive guild members maybe count for 0?
Does anybody know more about this? If that's the case; what is the inactivity trigger in days?

Hall of knights points do count even for inactive players. Apart from mine level and hall of knights upgrades the attributes of gems depend on luck. Sometimes you are lucky and get better ones.
