Since international server 31 has started like one and half month ago, the caldron percentage is still 30 and it only increases by about 1% a day these times, we still don't have any spell scroll and on this rate we will need like 2.5 years to get the 9 scrolls, some people say that it's a bug on the server, is it?

Usually you get the first scroll in 2/3 month, it depends on how active the server is.
The more scrolls you have, the faster the witch is, for the last ones it takes few days -
On w30 after 4th scroll witch started growing with 0.01%. We've did the 5th scroll and it keeps going like this.
