They do go up but slooowly. It wouldn't make sense if you already got the maximum bonus after playing some days.

What does "Improved item quality" do? I didn't notice any difference.

in theory something like toilet aura 66 and that increases to 67

but we need someone to test

Stats are random and so are gems. Having a better mine doesn't mean all gems will be automatically better than before the upgrade.

Runes do not lower the stats of an epic. The code for generating epics wasn't changed and only runes were added.
