Change the Hall of Fame for Fortress and Underworld to be based on Building Upgrades
Fortress - potential for unlimited Building upgrades - Tie Breaker goes to whoever got the highest building level first
Underworld - Building upgrades then Tie Breaker goes to whoever has highest level of Keeper
