Gems slots

After starting playing a character I had 130 level, all the epics I ve won from dungeons havent got a slot for gems. Is that normal? Can epics won from dungeons have slots? Sorry if it seems a dumb I havent played for 2 years

Yes, all epics can have gem slots, no matter where you get them, all items actually.
You can put gem slots on items in the blacksmith although it's not that cheap.

I think there's a chance; maybe going for dungeons from a smaller level is the best approach... at least that's how I do things.

I read and saw people saying that defeating monsters at higher levels gives you a higher chance of getting epic items, maybe has something to do with gem slots as well but I am not entirely sure about that.

Adding slots even for regular items is unapproachably expensive

All items can roll with or without slots.
Except Shields, which can't have slots.
