Inactive players in guild

I really don't understand the recent change that the xp/gold bonuses and HoK of inactive players in the guild no longer counts. That just makes the situation of older servers even worse, or am I wrong?
In fact I think it was better when the xp/gold bonuses were in the guild itself, once you had them, you didn't have to worry about it anymore. Now when a guild has an inactive player or a player leaves, everyone else in the guild will be getting less xp/gold from quests because of it.
So my suggestion would be to go back to the old guild system, or at least revert the recent change with inactive players. What even is the benefit of that change?

It's in the german game manual:
Note: If a player is inactive for 21 days or blocked for violations, he no longer contributes points (guild expansion, pet and knight hall) to the guild.

That's another thing, it was never mentioned in any update notes as far as I know, and it doesn't even show in-game, so alot of people could now actually be losing xp/gold without knowing about it...

Part of the problem is that there are servers that have less than 50 active players.
