Nordic Gods or Shadow of the cowboy not working?

I am at Nordic Gods 9/10, the enemy is Fenris Wolf (berserker), and even when I have the Shadow of the Cowboy enchantment "on" my gloves, he was the first to strike (btw he striked 7 times in a row and killed me, I didn't have the chance to do anything)
Obviously, berserker is perfectly balanced and has many negatives such as ... yes, but my point here is, do monsters in Nordic Gods have that enchantment too? If not, why didn't I attack first?

You should always strike first. Is the wolf the only exception or were there other fights as well?

Ymir (light version) does this sometimes.
